Job Summary

Job Title: Project Manager – Real Estate Development

Reports to: Director of Real Estate Development

Status: Non-exempt

Position Summary:

The Project Manager provides support to the Director of Real Estate Development. This includes, but is not limited to, managing Real Estate development projects through each stage of development, from concept development to completion.

Over-the-Rhine Community Housing Background:

Over-the-Rhine Community Housing (OTRCH), founded in 1978, is a not-for-profit community development corporation whose mission is to develop and manage resident- centered affordable housing and build inclusive community and benefit low-income residents. We provide the Property Management, Property Development, Resident Services and Tenant Advocacy that enable the thriving, diverse community we enjoy today.

OTRCH traces its roots back to RESTOC (1978) and Over-the-Rhine Housing Network (1988). Today OTRCH owns 102 buildings and manages over 500 units of housing in multiple city neighborhoods.

Requirements and Experience:

Education

  • Bachelor’s degree in Related Field.
  • If no degree, 5 years of related experience.

Experience, Skills, and Knowledge

  • Project management experience is required.
  • Familiarity with spreadsheets, and proformas.
  • Ability to work collaboratively with different levels of management and government agencies.
  • Must have strong written and verbal communication skills and excellent with follow-through.
  • Must have the capacity to work independently and exercise sound judgement in problem-solving.
  • Must be able to demonstrate a high level of motivation and the ability to motivate others.
  • The ability to work under pressure, meet deadlines, show initiative and flexibility.
  • Demonstrated experience with and understanding of the challenges facing low-income individuals and formerly homeless populations.

Minimum Qualifications

  • Proficient in Microsoft Word, Excel, Outlook and project management software.
  • Knowledge of LIHTC, HUD, Section 8, and other guidelines/programs is a plus.
  • Excellent organizational, administration, fiscal and communication skills (written and oral).
  • Ability to work and collaborate with a variety of people within all levels of the agency and external partners.
  • Experience working in the nonprofit sector a plus. 

Responsibilities:

  • New projects
    • Identify and respond to RFP/RFQ opportunities for potential land and partnership opportunities.
    • Engages the community in visioning for projects and provides ongoing updates on potential and status of projects.
  • Assist in the preparation of funding applications to develop new affordable housing units and to manage development/ rehabilitation of units in OTRCH’s service areas.
  • Coordinates project development with partners including:
    • Architects/engineers
    • Environmental Engineers
    • Appraisers/Market Study Consultants
    • Physical Capital Needs Assessment
    • Accountants
    • Lawyers
    • Manages third party consultants. Reviews drawings and reports to ensure the needs and desires of OTRCH and our tenants are being considered and met. 
  • Facilitates financial closings
    • Collate required documents and reports from internal OTRCH departments and project partners
    • Coordinates the signing of documents and delivery of documents to required parties.
    • Summarizes requirements of Partnership Documents and Restrictive Covenants for easy reference.
  • Manages development projects through construction
    • Completes draw walks and draw requests for funding monthly.
    • Completes punchlist for units, building common areas and exteriors in conjunction with architect. Coordinates expectations with Property Management.
    • Monitors Construction Schedule to ensure deadlines are being met.
    • Tracks project contingency to ensure funding is sufficient to complete job.
    • Completes reports for outside funders on ongoing construction progress.
    • Expected to visit construction sites regularly; must be able to travel locally to sites on short notice.
  • Works closely with OTRCH property management department to “turn over” units once completed;
    • Responsible for updating Property Management on progress of projects and expected delivery of rental units.
    • Communicates restrictions (rent, income, etc.) of specific project.
    • Coordinates inspection of units by Property Maintenance team.
  • Completes Closeout of Development phase of projects;
    • Coordinate the collection of third party reports.
    • Reviews requirements of funding partners and partnership documents to ensure compliance. Communicates requirements to Property Management.
    • Coordinates 1 year “Warranty Walk” with General Contractor and Property Management.
  • Engages in advancing the needs of OTRCH residents and the need for additional affordable housing;
    • Acts as community liaison; attend City Council meetings and update community stakeholders on project progress as needed.
    • Encouraged to build working relationships with policy makers.
    • Potential advocacy required for affordable housing policies.
  • Attend monthly Property Development Committee meetings of the Board of Directors.

COMPENSATION:

Over-the-Rhine Community Housing offers robust employee benefits including Health Care insurance with 100% premium payment, phone reimbursement, parking, and 401k employer match. This position will offer annual pay between $40,000 and $70,000, commensurate with experience, plus a benefits package worth up to $30,000.
