Position Description

LISC Greater Cincinnati seeks an individual with passion to join our highly productive and capable team as Home Repair Program Officer.  This person will provide staff leadership and oversight for the home repair program to advance the Housing Our Future strategy. The home repair loan program is designed to support homeowners in Hamilton County to invest in their homes and communities by promoting revitalization, stabilizing aging housing stock, and increasing home values with a goal to build generational wealth for families.

The Home Repair Program Officer is responsible for the day-to-day management of LISC Greater Cincinnati’s new home repair loan program, focused on supporting eligible Hamilton County homeowners on critical home repair needs. The Program Officer will work closely with the Executive Director to implement this new initiative.

The Program Officer must have the capacity to simultaneously work on multiple tasks, be a problem solver, strong attention to detail, and timely follow-through. The position requires strong communication skills, both written and verbal, and the ability to provide quality customer service to homeowners, as well as high standards for accuracy and efficiency for partner organizations. A background in construction, affordable housing or community development preferred.

Job Specification: The Program Officer role will support this project until 2026This is a grant-funded position. This is a hybrid position. Candidate must reside in Greater Cincinnati.

Key Responsibilities

  • Manage day-to-day program and project coordination duties, including managing contracts with program partners including intake centers, financial institutions, and the construction manager.
  • Work with LISC’s community intake and loan origination partners to identify and approve potential candidates for the loan program.
  • Create and assess process flowchart and operational procedures for the program, including developing program work plans and performance improvements to successfully meet internal and external expectations.
  • Manage and oversee a pipeline of homeowner applicants in accordance with the program guidelines, goals, and funding agreements.
  • Manage the following program activities:
  • Solicit, collect, and document homeowner eligibility in partnership with intake centers;
  • Review and process complete application packets/files for every household, including program intake forms and support documents, homeowner loan agreement and final construction completion/sign-off forms.
  • Collect data for the home repair program, analyze overall program performance, and make recommendations for program improvements, as appropriate.

Respond to questions from homeowners and program partners.

  • Trouble-shoot program issues with Intake Centers, financial institutions, and construction manager, as well as homeowners, contractors, local government, and other LISC staff during the loan and construction process.
  • Lead community engagement, outreach and external communications to promote the home repair program.
  • Assist with required report writing, monitoring, and grant compliance.
  • Perform other related duties as assigned.

 

Qualifications

Applicants should have the following qualifications:

  • Bachelor’s degree from an accredited college or university required; or relevant work experience can be used as proxy.
  • Minimum 3 years of experience in community development, real estate, construction, finance or related field.
  • Experience and commitment working with urban communities and with people from a variety of cultures, income groups, and ethnic origins.
  • Relevant experience with implementing single family housing initiatives.
  • Capacity to work simultaneously on multiple tasks and projects, set priorities for a challenging workload, and be a positive, solutions oriented professional.
  • Working knowledge of the economic, political, and social environments of the greater Cincinnati area, especially lower-income neighborhoods, organizations, and community development efforts strongly preferred.
  • Detailed and timely attention to reporting requirements and deadlines.

Position located in Cincinnati, Ohio. LISC offers an excellent compensation package.
