Human Resources Manager
This Human resources position will plan, coordinate, and direct the administrative functions of Stepping Stones. This includes: recruitment strategies, managing benefits, onboarding and training of new staff and satisfying various compliance requirements. This position will report to the Director of Finance and compensation will be commensurate with experience.

Title: Human Resources Manager
Reports To: Director of Finance
Classification: Salaried Exempt
Overview: This position is responsible for the leadership, supervision, and support for our human resource department with a focus on overseeing specific aspects of human resource functionality. This will include, but is not limited to, administration oversight of benefits, compensation, recruitment, hiring, on-boarding, compliance, policies and payroll.
Essential Functions:

- Ensure the effective implementation of HR processes applied consistently throughout the organization
- Ability to apply HR tools and best practices to support strategic challenges and human capital management
- Ability to apply HR concepts both on a high-level and practical application for various staffing levels
- Ability to work within a team environment to efficiently address problems and initiatives
- Ability to make timely decisions and be proactive
- Ability to provide written and oral instruction to small and large groups
- Ability to efficiently use a computer and work with Microsoft Suite and other HR related software
- Ability to drive between multiple sites throughout the day as needed
Specific Responsibilities:
Hiring/Staffing:
- Implement and oversee recruiting process
- Work with Directors and Managers to help determine skills needed and desired experiences for open position posting
- Develop and review job descriptions as needed
- Utilizing the various recruitment platforms: advertise postings, handle sourcing and screening of candidates
- Develop and manage partnership arrangements with potential sources for candidate leads
- Implement pre-employment process to include all necessary background checks, registry checks, and pre-employment paperwork
- Provide new employees with detailed on-boarding to ensure successful implementation
- Implement the orientation and onboarding process for year round employees.
- Oversee the creation and maintain employee folders for year round and seasonal staff
- Maintain an ongoing knowledge of changes in local, state and national laws as they effect human resources and compliance
Administrative/Reporting:
- Implement process to add year round and seasonal employees to Rapback upon completion of background checks. Monitor monthly invoice for accuracy
- Assist with updating HR policies, procedures and the employee handbook
- Ensure consistent evaluation processes are used across agency
- Upon employee’s separation from Stepping Stones, send all necessary COBRA paperwork and track COBRA usage
- Complete and forward all Retirement Plan/403B paperwork, including, but not limited to, Summary Annual Report and Annual Fee Disclosure.
- Ensure legal compliance with employment laws and regulations: DODD, OSHA, EEOC, DOL wage requirements, BWC administration, FLMA, and the various governmental reporting requirements
- Compile, track, and assist employees with paperwork as it relates to agency HRA and Tuition Reimbursement programs
- Oversee agency employee ethics and compliance hotline and follow up on all calls received
- Maintain, track, and file all employee paperwork as it relates to changes in compensation. This includes updating payroll/HRIS system as needed
- Complete all ACA related paperwork and submit to IRS prior to deadline
- Complete all OSHA related paperwork, including annual Form 300, prior to deadline
- Complete all EEO related paperwork, including annual form EEO-1, and submit to EEOC prior to deadline
- Complete all Medicare related paperwork, including annual creditable coverage form
- Record and monitor all workers compensation claims, including providing all necessary paperwork to required agencies and employees as needed.
- Record and monitor all unemployment claims, including providing all necessary paperwork to required agencies and employees as needed
- Record and monitor all FMLA claims, including providing all necessary paperwork to required agencies and employees as needed
- Record and monitor all ADA claims, including providing all necessary paperwork to required agencies and employees as needed
Staff Training/Mentoring:
- Coach and council hiring managers to improve the agency’s staff retention statistics
- Help create a culture promoting health, safety and wellness through staff engagement
- Oversee Department of Developmental Disabilities (DODD) trainings and ensure consistent compliance with them
- Suggest trainings and professional development opportunities
- Perform periodic check ins with staff and managers to identify areas of culture improvement
- Provide guidance to staff and management to prevent employment liability
- Assist with training as needed, including agency and department in-service meetings to include required annual trainings.
Benefit Administration:
- Working with the finance team help manage compensation and benefit programs
- Assist in the evaluation of annual benefit coverages and implement any changes
- Educate new hires on benefit options as well as yearly open enrollment
- Maintain contact with benefit providers to enroll, terminate, and adjust benefits as needed
- Review monthly bills from benefit providers to guarantee accuracy
- Assist employees in benefit utilization, including answering all questions as they relate to agency benefits and providing informational and mandated material to all employees
- Implement and administer 403b employee eligibility processes
- Perform as one of the representatives on the Personnel Committee of the Board of Directors
- Other duties as assigned by the CEO & Director of Finance
Deliverables:
- Process and complete all compliance items as they relate to local, state, and national laws prior to deadlines
- Act as the point of contact and person of knowledge for all employees regarding questions as they relate to benefits, payroll, policies, laws, and other items related to human resources
- Maintain accurate personnel files. Prepare files for all agency reviews and audit
- Keep all information private and confidential regarding all employees and participants of Stepping Stones
Qualifications:
- Bachelor’s degree in Human Resources or a related field (Preferred)
- Five years’ experience working in the human resources field, preferably with a background as a generalist
- Experience with Microsoft Office products, payroll software, HRIS, and general computer abilities
- Above average communications skills and ability to deal with employees professionally at all levels of the organization
- Ability to create and manage outside relationships with vendors, colleges, and community organizations
